when engine in gear, tinny whinning sound comes at around 1500 rpm. All gears. Can't hear it in neutral. Wondering if starter could be cause

With the clutch in. No tinny sound. Worse in colder conditions or first start up. Could the starter not be disengaging from the flywheel fully or could it be a transmission problem.
