95 Jeep Wrangler Battery Ground cable to engine block

I have 1995 2.5L 4 cyl Jeep Wrangler SE with about 200,000 miles one it. My battery went dead and I took it to the car shop and they tested my battery and verified it. I purchased a new battery and hooked it up but still no cranking power - it appears to be pushing about 10volts. I went back and inspected all my battery cables and the ground cable that is supposed to hook to the engine block was hanging loose. For the life of me I can't see where this ground cable hooked to the engine block. There appears to be an empty bolt hole just below the oil filter but this is a guess on my part.

Advice will be appreciated - I've got a brand new battery and don't seem to be completing the loop for it to do it's job. Where does this ground cable connect? And just because this was hanging loose would it keep the battery from powering my Jeep.

Absolutely. If I remember correctly it does bolt up near the oil filter, as long as you are bolted up solid to the block and the connection is clean it can be anywhere you want it
