2003 Jeep Wrangler Repair Question

I put two new tires on the front end today and the mechanic said that I need to have my brake system flushed and have a fuel system tuneup done. I just had the brakes done last year, and the jeep has a manual transmission so are these two items valid repairs? Or, was the guy just jerking me around to see if I would fall for the $400.00 repair bill?

Changing fluids are becoming a common thing for shops to do. Personally, ten years ago this was unheard of, cars just ran with the power steering fluid, brake fluid and what ever till things broke and needed repaired. Brake fluid has a bad problem of drawing water, and after lots of use it becomes really black. Change? I havent done it just because it was old but yours is not that old. But the industry is really pushing now to have fluid changes? I would not say that the mechanic is being dishonest but I would not say that you actually needed it either? Hope this helps Curt
