2000 JEEP WRANGLER 2.5L 4.0 234,000 MILES

I have been told it is normal with high mileage to experience rattle/tapping during low speed and idle with my engine.

A) Is this true?

B) Can anything be adjusted (other than the radio) to reduce/minimize the noise?

Depends how loud? Any blue smoke at the tailpipe?
Brittle chunks of rubber could be blocking the return lines. Take off the valve cover and start it without revving the engine. See if your oil drains back down, or if you are getting oil up top!

I Haven't noticed any blue smoke from the tailpipe.
