1999 Jeep Wrangler battery voltage

Sometimes my jeep electrical power goes down when I crank the car. I know my cables are loose on the batteries and I can wiggle them sometimes and then am able to start the car. If I can't then I will jump start it. Today I jump started the car and while riding down the road I noticed the voltage on the gauge was in the red at 19 volts. I quickly turned around and parked the car. I can't seem to tighten the cables on the battery any further and they are loose. What can I do?

Do the terminals have large amounts of corrosion? If so you can either clean the terminals (and batter post) with a wire brush until you can sheen the lead or they will need to be cut and replaced.
