WHEN I TURN ON THE HEAD LIGHTS OR THE HAZARD LIGHTS THEY DO NOT COME ON. THE PARKING LIGHTS, BREAK LIGHTS, DASK LIGHTS AND TURN SIGNALS DO WORK. IS THIS A FUSE PROBLEM? WHAT SHOULD I DO?

It sounds like a fuze problem. The easy check is to take a test light, ground it and just check all the fuzes in the fuze block, also in the electrical relay box under the hood. If all checks ok, turn the lights on and test with the light at the leads to the back of the headlights for a good ground. They are grounded on seperate circuits tho so its most likely a fuze problem Let me know if this helps and we can go further if needed. Thanks Curt
