CHECK ENGINE LIGHT IS ON, COMPUTER SAYS ITS THE SPEED SENSOR. THE SPEED OMETER DOES JUST SPIN. I CHANGED THE SPEED SENSOR AND THE DIAL KNOW STAYS AT ZERO AND THE CHECK ENGINE LIGHT IS STILL ON

The code didn't tell you that the sensor was bad. It told you that there was a problem in the speed sensor circuit, not necessarily the sensor itself. It could be any of the wiring, the speedometer gear or the PCM itself. The circuit needs to be troubleshooted properly
