1991 Jeep Wrangler fuel filter

Where is the fuel filter located? Jeep runs good 1st through 3rd gear but in 4th and 5th at @2500 rpm it looses power and starts to backfire

The fuel filter is located under the vehicle along the drivers side frame rail, and is covered by a shield.
