1998 Jeep Laredo Heater blower intermittent

1998 Jeep Laredo Engine Size unknown Four Wheel Drive Automatic 110000 miles

The car is a Grand Cherokee Laredo. The heater blower is intermittent. Sometimes it works, sometimes it doesn't. I bypassed the controls and connected 12V directly to the blower and it worked fine. I've removed the heater/blower control unit from the dashboard but don't see anything obviously wrong with it. There is a clear plastic pipe coming out of the back of the control unit (which I don't understand) as well as normal electrical wiring. What is the likely cause of the intermittent operation?

Most likely the fan speed resistor is shorting out. Should be in the HVAC plenum near the blower motor, just follow the wires from blower back to it
