The rear shoes grab and lock up the rear drums, especially in wet weather, even before getting on the road. The drums, shoes and brake hardware have been changed out at various times. It has the original M/C.

The diagram supplied looks like the left rear, not the right rear, based on the position of the primary shoe.

First thing to check are the shoes, is the smaller shoe towards the front on both side? There is a primary and secondary shoe on each side. Then check the wheel cylinders for leaking or frozen pistons, peek under the dust boots, I use a small pick, and just pull the rubber away from the piston. Then propper brake adjustment is done, then the parking brake is adjusted, some people adjust up the rears by tightening the parking brake, NO GOOD! Make sure the shoes rest on all stops and anchor points! If not loosen the parking brake adjustment until they do. This is a view of the right rear.
