1983 Jeep CJ7 ignition trouble

When 83 CJ7 ignition is turned to the "run" or "on" setting the starter engages and it begins to try and start before the ignition is ever turned to the "start" position. We have replaced the ignition switch and the solenoid with no luck. The problem may have started after the changing of the solenoid but we do not know how to test the solenoid (with volt/Ohm meter), we do not know what readings we should get from what terminals to test. Also not sure if this is the problem. Help!

Possibilities are :
wrong solenoid /relay
check wiring at the solenoid
making sure
You didn’t switched the red wire with Lt-blue wire at the solenoid

We are getting a 12V read on the red wire that plugs into Solenoid at the on position and the run position which makes me think that it is not the solenoid. What else controls the ignition? We thought that maybe a bad Ignition Control Module may be the cause but we disconnected that and tested the voltage there and it is just connected via a splice off of the red solenoid wire and that solenoid wire still got 12 V at run and start with the ICM disconnected?

Starter solenoid have 4 terminals
two big and two small
bigger terminals its wires comes from the battery and the other to the starter
the small red wire should have battery power with key on
the LT. Blue wire it should have battery volts only when key in the start position
and it should be connected at the solenoid terminal that has an S on it
check if you had switch the red and blue wires at the solenoid
