Problem with heater & air con

I have a 2001, jeep grand cherokee 4.0l and it has developed a problem in the air con, as it always turns on when the heater is switched on manually or automatically and the heater does not blow any hot air at all through either side of the vehicle.
can someone please help? What could it be? How do I stop the aircon working?

The problem is that it blows air con cold at all times
when the heaters are switched on the air con light comes on and when I switch it off it still blows extremely cold air.

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
