1997 Jeep Cherokee car will not start - sometimes

My daughters jeep will start sometimes and sometimes it will not. He husband has replaced the ignition switch on the steering column. Still no help. Their next door neighbor went into the engine compartment and on the right side their is a black box with fuses in it. He took off one of the covers on one of the fuses or relay. Inside is a little copper coil and if you have the jeep on with the key and you push the little lever, the car will start. Can you help he?

Can you post pic of what lever it sounds like it might be a relay if it is a relay you can replace it but would like to see what lever it is
