I have a 96 jeep grand cherokee limited. I replaced the belt 5x the tensioner 2x and the idler pulley 2x and still has this noise. Checked all the pulleys and no noise from them. A guy from the parts store told me it was the bearings in the alternetor but I checked and no noise and the volts are correct. The last time I put the new belt on which is a gates now the noise went away for bout a day or two but came back. Never goes away from cold to hot.

Check you porer steering fluid level. Get one of those hand trigger type squirty bottles with some water in it and selectively spray a little on where the belt goes, this will at least eliminate the bely drive as a prob. But check power steering first

Sprayed the belt with water noise went away but came back after water dried. Replace the belt 5x. Going to jeep dealer to get a new belt from them to see what happens
