1995 Jeep Cherokee Tea Kettle Squeaking Noise

I have a '95 Jeep Cherokee with 158,000 miles and on De-acceleration there is a high pitched tea kettle or kazoo type noise. It almost sounds like bad brakes but I don't think its that. Any Ideas?

Immediate thought is hole/crack in a vacuum line. Any other noteable performance issues to go along woth the noise? Does the noise ONLY occur when brakes applied, or always there regardless? Does the pitch of the noise change as engine speed slows? Does the noise appear only when brakes are NOT used?
The noise is similar to what you would hear if you blew up a balloon, then pulled the end flat across and let the air out? You know - Squeee, squeee, squeee?

It happens on acceleration too. And then stops when I reach 30mph. So im almost positive it's not the brakes. But it almost sounds like somethings rotating with the squeak. I have a small oil leak but it has had that since I bought it.

I believe you just provided the clues. When you speed up, when you let off gas to slow down, ROTATING, Hmmm. You have a loose belt, or perhaps a bearing in one of the belt-driven items. Try tightening belt, see what happens. Hmmm. Or are you SURE it's not the belt as you would recognize that sound?

Haha yea I know I was thinking it was that, but just wasnt sure. The belt is tight but looks a little glossy. I have no clue when the last time it was changed.
