Pulsing Brakes over 40mph!

When I drive at 40mph or higher and apply the brakes, I could feel my brake pedal pulsating. The whole car would stop without a problem. I replaced both front rotors and brakes pads. Brake pedal still pulsating. I tried several tests to see if I can isolate the problem. Drove up to 40mph and shifted to N and let the car coast to a stop. No problem. Drove up to 40mph, shifted to N, and applied break. Pulsing brakes. What could be the problem? Defective rotors I got?

Check for worn front end parts too, also if the wheel were put on with an air impact, it can warp them, use a torque wrench to tighten the wheels, and yes you can get warped rotors, especially the "White box" variety made in China, these are of inferior quality to American or Canadien made!
