1994 Jeep Cherokee starting

My Jeep Cherokee wont start at all when the ignition key is turned, not even a click. Battery looks fine. Is it true there is some type of strap or band in the console(connected at the shifter) someplace that engages a switch or something allowing the vehicle to start?

When you turn key to On position do you see all the lights that normally comes On. If not double check the battery and its connections make sure it shiny, clean/tight. If it checks out you might be dealing with a problem with starting system. Which starts at the ignition switch, transmission range sensor or neutral safety switch, starter relay, and starter itself

Or I could be wrong and its coming from the security guard system/auto theft deterrent system.
