1987 Jeep Cherokee my Jeep wont shut off

I have a 1987 Jeep Cherokee chief with the 4.0L. When I first got the jeep I noticed that if I left the Headlights on and shut the car off with my key the motor stayed running. But if I turned the headlights off then shut the car off with the key it shut off just fine. The other thing I noticed is if I left the key out of the ignition and turned the headlights on it somehow turned both the headlights on and ENGAGED THE FUEL PUMP and inside dashlights as if I had turned the key into the on position. NOW! The car refuses to shut off regardless if the headlights are off or on. I replaced the Ignition switch on the column, I replaced the starter Relay but still had no luck the only other thing I was told that would possibly be causing the problem is the ICM? Someone please tell me what im dealing with here? I dont wanna pay 116bucks for a new one if I dont need too!

Wow this might be a bit difficult but lets get this figured out. If your fuel pump goes on with the headlights then most likely the circut has been tampered with somewhere down the line. I'll assume you are not the original owner and the previous owner did somthing micky mouse to fix a problem. I would start by looking for wires that have been tampered with and or spliced. I look under the dash, behind where ever the headlight switch is, around the fuse block, and in the battery area. Have a look around and get back to me with what you find.
