Your heat system has a pump that circulates water through your heater. WHY, you may ask. When you are cruising down the road at highway speeds, the engine water pump is turning fast enough to circulate the coolant through the heater. At low speeds, or at stop signs, the engine water pump isn't turning fast enough to accomplish this. So Jaguar, in their infinate wisdom, installed an electric pump to compensate for this. This pump is obiously not working. I is located under the bonnet on the driver's side, close to the firewall. I would first check for a blown fuse, if all "OK", then sheck out the pump motor and related circuits. Hope this helps.
