I have a Jaguar XJ6 1994 the light are always on even the car is stop.
What May cause this.

Your lights are not controlled by the key switch. They are feed directly from the battery through the headlight switch. This in turn, controls the front and rear lighting control modules. I would say your headlight switch is bad.
