the blower motor seems to be coming on you can hear it and feel the cold air blowing in the winter( air conditioner does not work) but there is no heat coming out of the vents.

Are the hoses in/out for the heater core hot? If not, check the water flow valve for heater core to see if it's opening. If the hoses are hot, check the servo motors on the passenger side of the heater box under the dash to see if the air damper is switching from a/c to heat position.

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
