1988 Jaguar XJ6 very hard pedal and low brake pressure flas

They change my old booster leaking for an used who seems good, after this I wase loosing power in the pedal, they put a new master cylinder after the booster and now I have always a very hard brake pedal, they check the oil pump, was good and other stuffs.
Could you help mi please, I am in Venezuela and the good technicien are a few rare especie.

POWER BRAKE UNIT 1. With engine running, apply brake pedal several times and check operation of pedal. If response is sluggish, check condition of vacuum hoses and unit air filter. 2. Turn engine off. Depress brake pedal several times to evacuate vacuum in system. Hold foot pressure on pedal and start engine. The brake pedal should fall under existing foot pressure. If pedal remains stationary, vacuum system failure is indicated. It sounds like a bad vacuum booster was installed.
