1999 Jaguar Vanden Plas Brakes not working

I live in a remote area and needed to replace the brake master cylinder. We bench bled the master cylinder, however we still have air in the system. We have used 3 quarts of fluid and still get air. When we seem to have good brake peddle, and start the engin, the peddle goes to the floor. I'm out of ideas.

Open up all the bleeder valves. Even on metering valve if equipped.

Then with brake master cylinder properly bench bled install it on vehicle and let it sit and keep adding fluid till fluid comes out of all bleeder valves. Close them and top off fluid.

Then open them again in an hour till all air is gone and fluid is coming otu agian then close.

Check that.
