2001 Jaguar S-Type 2001 Jaguar S Type hesitates

My 2001 Jaguar S Type has no acceleration above 3k RPM when is in neutral. When running at 40MPH hesitates, above 45 -50 MPH runs smooth on a flat surface. Uphill at any speed starts hesitating. Engine light comes on but code won't register in the computer. Engine light goes off as soon as I reach a level surface or on a decline. I replaced the fuel filter and problem still exist. Any ideas as to what to check or what should be done to rectify the problem? Thanks

Before going forward with the check list that you provided, I used the OBD II PocketScan Code Reader to diagnosed the car and I am not sure what the below results mean or what is telling me to do next. I wrote this down as it appeared on the screen. Any help will be appreciated.

Start by doing a minor tune-up such as plugs/wires and injection cleaner and see what happens
