Intermittant starting

Occasionally when turning the key in the ignition, I get a whirring sound like the starter is spinning but it does not engage either in Park or Neutral. I can wiggle the shifter around and eventually it starts. Is this a neutral safety switch problem or something else?

Starter drive is probably bad, if it turns over and just when it is supposed to start will do same thing. Another starter is needed.
