Intermitent dead battery/ sound like fan from rear of engine

It started with a dead battery, replaced 84 mo. Batty after ten years of service. It was not battery. Checked alternator, is not the alternator.
checked wireing, it's all good. Checked connections they are all good. No frayed wires, no blown fuses, still only clicked when I tried to start it. Pulled the fuses one by one with light between batty cable and batty. Light went dim when ecm-b fuse was pulled starter began to work. Reinserted ecm-b fuse it starts and runs and battery is charging. I can still hear what sounds like a fan runing. It seems to come from the TBI area. On closer inspection it sonnds like it's the throtle body injectors. Isn't this the strangest problem? What can it be the GM mechanics ( 12 ) of them can't figgure it out.

Disconnect distributor connection and see if sound stops, if it does check ignition module that tells tbi towork.

Did as you said the sound is still coming from the TBI. I disconnected every electrical connection from TBI and the sound is still there. It only stops when I pull the fuse that is identified as ECM-B on the fuse cover. Is there any way to find out what this fuse controlls? I have called everywhere and either nobody wants to tell me or they just don't know. It almost sounds like the fuel pump. I'm confused. Ihave never encountered anything like this. The chevy "experts" don't want to help me they just tell me to bring it in. I am disabled living on my military pension and don't have $125.00 per hour 2 hr min. For them to tell me that they can't figgure it out either. I went through that with my wifes car $2100.00 later and I ended up finding the loose connection myself. No thanks I'll replace every part on the engine first. It would more than likely be cheaper. This is driving me crazy, plus I am out of money after the recent bout with my wifes car. Any Ideas would be very helpful and appreciated.

Unfortunately oddball things like this do happen an dthey want it brought in because they can see wha the problem is. If it's the fuel pump it's supposed to do that. ECM-B fuse supplies the fuel pump and of course the sound will stop because you are stopping the fuel. It is supposed to do that. If that fuse isn't in then it won't run. And most TBI units make some noise anyhow to inject the fuel into the engine. It's a normal sound

Okay then why does the TBI run when the key is off. They have looked at it for four hours at $125/ hr. They called in mechanics that are "certified" and all they do is scratch their a** at $125/hr. I was told this morning by the local chevy shop that they do have a schematic but they can't "give" it to me. My reply was $500.00 and nothing to show for it. I think I paid for a stupid schematic.
So your saying it IS normal for the TBI to make a constant hissing noise that sounds like a faint fan running.

While running yes if it continues to run then you probably have a short someplace on this. Of course if someon has installed an aftermarket anti theft unit this may be the cause as well as they have wired it incorrectly. For us to diagnose this without seeng this is extremely hard to do. I have no idea what else to tell you

Thank you, you have been MORE HELP than the local "experts" (what a joke) all they can say is leave it with us for a week and we won't charge more than $1000.00 if we can't find it. I think if you can't fix something as they say no fix no pay. Theyv'e had a $500 crack at it already and nothing. Went to chevy shop and was told it is agains policy to give out schematic on vehicle. Then I'm told they don't have a schematic. They don't even lie well, they need Jay Carney as a spokesman. Enough is enough I am calling chevy in dearborn in the morning. Even at 12.99 a min it has got to be better than the local guys and I'll get a complete wireing diagram out of it.
