Instrument cluster stops working when stopping?

When coming to a complete stop while driving my instrument cluster, radio, and turn signals all shut off for a few seconds or until I start driving again. I've cleaned the battery terminals and replaced all the fuses just to be sure it wasn't causing the problem but it's still happening. Also, the brake pedal isn't pinching or touching anything it should when pressed down. What could be causing this?

Only working sometimes then yes this is most likely a short. However, the issue is most likely on the circuit board of the cluster so having seen this a number of times. I had to change the one in our Ford F 150 because of the circuit board.
