Instrument cluster issue after replacing module and battery saver relay?

So, we replaced the GEM, the battery saver relay, and all fuses. When we then turned the key in, no fuses blew, but the instrument cluster did nothing at all. So, I'm thinking when the battery first arced and shorted things out, the whole instrument cluster got fried? Do I need to replace it, or is there something else we should check first? Thank you for any help at all.

Let's begin by checking fuse # 11, #26, #15 and #33 in the fuse panel behind the left side of the dash. here is an instrument cluster wiring diagrams so you can see how the system works and the fuse locations in the images below. Please let us know what happens.
