No lights instrument cluster. No speedometer, fuel. Start warning lights come on when starting but no lights in upper panel.

It appears the cluster is controlled by the body computer. So if the entire unit is out it is either the unit itself or the computer.
I would suggest starting with checking for codes and seeing if there are any there. This will tell us if there is an issue with the body computer however the definitive test is to ensure you have power and ground on the cluster. If do then more than likely the cluster is the issue.
