1996 Infiniti G20 ABS brakes

I had the rear rotors and pads replaced at a local shop. The problem I have is when they get wet due to a snow storm or a rainy day, the brakes will surge while i'am at a complete stop. Also the car will surge forward a couple of feet.

The brake pedal drops will at a stop?
No ABS light?
Sounds like a vacuum booster leak, if I understand you right.
