Having trouble removing the fuel rail

I am trying to take the fuel rail off so I took the 4 bolts bolting it in off but it still wont come off and I don't want to break it. Please help! :(

I am going to attach the entire process. Give this a look and see if you are missing something. If not, maybe get some pictures of what you are dealing with and I am sure we can figure out what we are missing. Thanks

You want to spray the base of the fuel injector with spray penetrant then twist each injector side to side to break them free because the o-rings will stick over time. Then with a pair of needle nose pliers carefully pry up at the base of the injector one by one, again very slowly and carefully until the rail pops up. This is my method anyways and it's served me well for the past twenty-seven years.
