Replaced ignition lock cylinder with key and chip, still not starting?

I recently lost my only key when my house burnt down and so I bought a new ignition lock cylinder with key and chip and then I had it pulled to a mechanic shop to get it programmed. Now it turns and all my dash lights come on, but it still won't start even try it doesn't make any sound. What could it be why is it not starting?

When this happens does the security light flash? I am sorry to hear about your house :/ It is best to get the key programmed by the dealer before replacing it, they can do it for you if you give them your VIN number and registration. Here are the instructions in the images below. Also make sure the PATS is plugged in. Check out the images (below). Please let us know what happens.
