I bought a 1995 Cougar xr7 at auction there are no keys, how do I hot wire or bypass so I can get it started?

Two options.
One - visit a dealer with acceptable proof of ownership (title, bill of sale) and a photo ID. They can use the VIN number to order a new set of keys.

Two - have a locksmith come out, after they see proof of ownership they can cut you a key using the locks on the car.

Most of the time the dealer option is cheaper, but not faster.
