Idle too high after IAC replacement

I replaced the IAC on my truck and now it idles at 2,000 RPM's. I have driven it over 40 mph as the parts instruction said. However, the PCM appears to have not relearned the IAC. The old IAC only extends which causes the car's idle to drop bit by bit (like first start 1000, then 900)after each time the key is turned off. This one appears to do nothing. I have removed the IAC and cycle the ignition without the engine on, the plunger appears to move for a little bit. My cheap OBD reader can not read the IAC control live data so I don't know what's going on.

I think you are on the right path. I attached the reset procedure for the IAC and the testing if that does not work.

Let's run through this and see what we come up with. Let's not discount the fact that you may have gotten a defective IAC.
