Should the cap on the filter housing just unscrew? I turned it anti-clockwise and heard a clicking sound. It didn't seem to loosen up.

Yes, the cap is opened turning anti-clockwise. There is an O ring which which acts as a sprng so it would only loosen up after a little turn. The clicking noise that you heard should be the cover loosening up.
