Recently, my Accent will not allow me to fill the tank without backing up the fuel and cutting off the pressure sensor in the stations gas pump. I have to dribble the gas in. I looked under the car and found a rubber hose going to what I assume is an evaporative canister. When I pinched the hose it felt " crunchy". Is there anything I can do, or do I have to take it to a dealer?

Sounds like the vent hose is clogged. Remove that hose and either clean it out or just replace it and see what happens.
