2003 Hyundai Accent No turn-over also Shifter locked in par

The battery appears to be charged but car starter does not attempt to operate. Also Gear Shift locked in park. I can't shift to Neutral to push out of parking bay.

First, make sure you are getting power from the battery. Using a multi meter, check to see if the battery is producing 12+ volts. If it is, have a helper turn the key to the start position while you check for voltage to the smaller wire on the starter. You should be getting 12+ volts.
