2001 Hyundai Accent Can't fill gas tank

Every time I try to fill the tank, the pump shuts off after 2 seconds. It takes forever to fill. I know there is an air line that allows air to escape from the tank as you fill it.
I found a valve on this line which allows air to flow in only one direction (appears to be functional), which makes sense. It feels like the air flow is restricted somehow, which triggers the pump shut off. Is there a solution to this problem, that does not involve a $500 trip to the shop?

They are blaming it on the pump at your gas station.They do give this procedure to find the restriction per TSB -99-30-002.
1- Disconnect the hose connected to the canister side of the liquid-vapor seperator (see pic)
2- Take car to know "good: or major brand gas station.
A- if it accepts fuel, the restriction is between the liquid-vapor seperator and the air filter
B- If it doesnt accept fuel,the restriction is between the liquid-vapor seperator and the fuel tank
