To remove the hydraulic lifters- Can I simply: (1) Release tension and remove timing belt from the cam gear, then (2) remove the cam(s) with the gears attached?

It would be best to put cam timing where it is supposed to be for top dead center etc. Then remove belt and camshaft to remove lifters. Make sure to put lifters in order you took them out so do not move to another position. If you can push them down with flat of your hand replace them. Also remove and replace cam caps like shown in picture.
