Timing marks

I was replacing bad head gasket in my car. I got it together and the timing was way of. A friend did not follow the instructions on TDC. Now I have to get it lined up, but how? Anything will be better than where I am at now.

The cam bolts must be tightened if removed after belt install with cam tool in place a file or flat piece of steel can be used instead of special Ford tool, also a plug must be installed to hold crank, but is optional. Torque for cam bolts is intake=50 ft lbs. Exhaust 44 ft first pull then 89 ft second. See all pictures.
