Hood lever under steering wheel wont open hood no pressure on the lever.

The cable may have broken, try pulling lever for hood and bang hood with palm of hand it may help it release, other wise you will have to try to get hood open without cable which can be time consuming. Make sure to lube hood latch when open.

Cables not broke just stuck open and has no tension to pull itself back.

Lube the latch and check for a broken spring on that and lube cable if you can.
