1998 Honda Prelude power steering problem

My power steering was making a loud noise from the engine bay, which cause it to bubble from the reservoir, and it won't turn. Now I replaced it with a new power steering pump which solve the noise and bubbles, but it still won't turn. There is no leak or noise, so what could be wrong with it? Any answers will be greatly appreciated. Thanks!

You probably didn't bleed the system properly.

Jack the front wheels up, engine off, turn the wheel from lock to lock several times. Top up the p/s fluid. Engine on, turn the wheel from lock to lock 20-30 times. Top up the fluid.
