1991 Honda Prelude trottle Pulse at idle

My 2.1 si prelude has an issue when it idles it jumps from 600 rpms to 1500 and some times all the way up to 2200 rpms ive been told its a throttle position sensor and also a fast idle valve. What do you know about this issue? Apparently the "TPS" cannot be replaced without getting a whole new throttle body and if thats the problem is theyre a way around that

Your 1st step here should be -check and test the EACV and Fast idle valve before the TPS

The idle speed of the engine is controlled by the Electronic Air Control Valve (EACV), located on the intake manifold between the throttle body and the fuel injector rail, and the fast idle valve.
