Rough low engine speed

1990 Honda CR-X HF 1.5L Fuel Injection M/T. My vehicle gets below normal fuel mileage (36 MPG compared to 50-55 MPG) it passed smog here in south California by a hair, being high in both HC and NOx. The engine pings at low speed, hesitates every so often, and one peculiar trait to the problem is that the engine vibrates excessively at idle, and at about 2000-2200 RPM loaded and unloaded it has a "putt - putt" feel as if it were missing, but just fine above that engine speed. Have replaced 02 sensor and spark plugs only. Seems to be running rich. What is your opinion?

Lets try the EGR system for a start, also it could be a coolant temperature sensor stuck in open loop or excessive presure.

Thx, don't really have that much time in life am just a brain work now a days just enjoying it and giving it back to the newcomers in this trade. I couldn't even hold an impact w/o using both of what was given to me and a missing leg.
