What is the probability that a broken crankshaft pulley was caused by someone who replace the timing belt a couple of months ago? If not that what else might have caused the pulley to break, causing damage to the shrouds and belts?

The crank pulley has to be removed to do the timing belt, so if the wrong puller was used it may have been damaged.Depending on what broke, a loose crank bolt can cause damage as well.A couple months is a long time to go between the work and when it broke though
