1993 honda civic 1.5 can you clean contacts on inside of distributer cap and rotor button without messing them up feels like they have a buildup or something on them

Yes you can. There is usually a grayish buildup that can be scrapped off. Be careful not to take any of the soft alloy but yes you can.
