The low beam headlights will not work

I have a 2004 honda civic ex. The low beam headlights will not work but the high beam lights work. All other lights come on with the switch. The switch is located on the steering column. All fuses are good. I have pulled the relays and there is nothing rattling inside. The bulbs appear to be good. They both quit at the same time.

Just because nothing rattles inside the relay doesn't mean it still works....you will need to test them correctly to see if they are carrying the currents. if they do test good then the switch is your culprit. THese guides and the headlight wiring diagrams below should help us fix it.

I have the same problem (happened two days ago) and I have about the same mileage. It shouldn't be the relays since they each control one bulb. I expect it's the switch, but I needed to check it for continuity so once I did I found out the switch was bad thanks for the wiring diagrams helped me a bunch.
