2000 Honda Civic whistling or friction noise.

The car makes the noise when I turn both left and right. When at idle I can hear the noise but barely the noise gets worst after a while and as I turn the wheels more.

OKAY! I found out the problem. When I was driving a small rock got stuck between the back of my brake disc and sheet of metal. Took me a while to find the problem because the noise went away every once in a while. The noise from the idle must be my belts.
