2000 Honda Civic choking engine

My car sometimes seems to idle too low and chokes sometimes when accelerating, I've used fuel injector cleaner and that seemed to help some, I was told it could be the fuel filter or maybe the throttle position sensor, would you have any idea what this really is by these symptoms, Regards
