1999 Honda Civic idle RPM

I have a 1999 honda civic with about 145000 miles. Today after starting the car in the afternoon I noticed the rpm gauge continuously go from 1000rpm to 2000rpm then back down to 1000 and the to 2000 and so forth while I am at a dead stop with the gear in neutral. It have never done this before. Once I start accelerating the fluctuation stops, but then starts again when I am stopped. Any ideas.

First thign to do is check for vaccum leaks by idling the vehicle and spraying all vaccum lines and gaskets wirth car cleaner, if idle changes you have found a leak.

Also clean out the throttle body and EGR valve/ports.

Replace the pcv valve and check out the IAC module.
